Budget for Rythu Bandhu Scheme
A budget of Rs 12,000 crore was provided for payment of RBS entitlement for the financial year 2018-19. This was on the basis of RBS eligibility on the basis of ownership of agricultural land of Rs 4,000 per acre. Subsequently, with effect from 2019-20, the state government increased the RBS eligibility to Rs 5,000 per acre. On this basis, it is estimated that the RBS eligibility budget should be increased to Rs 15,000 crore for the year 2019-20 (beginning of Kharif 2019). Rythu Bandhu Objective
As you all would know that it takes a lot of hard work to do agriculture and also have to spend a lot of money for a good yield. Kharif Season
Rythu Bandhu Scheme was started in the year 2018 itself at the beginning of the Kharif season. At that time the total number of beneficiaries at the beginning of the scheme was 12896, then the state government had kept a budget of Rs 128 crore. This amount was distributed as a cheque to all the beneficiaries. Due to the death case, the amount of 8766 could not be disbursed. This gave the farmers strength for better farming.
Rabi Season
Under the Rabi Season 2018-19 Rythu Bandhu scheme, the total number of beneficiaries had increased to 134335 by the Rabi season 2018-19. For this, the state government decided to give Rs 4000 per acre to the beneficiary farmers. This amount was sent directly to the bank account of the beneficiary farmers. For this, a total of Rs 127 crore was sent to the bank account of 122082 beneficiary farmers. The remaining balance was 12253 rupees because the data of many farmers were pending.
Kharif Season
Further, in the Kharif season also, the State Government provided economic benefits to the farmers under the scheme. So far, the total number of beneficiary farmers for this scheme had increased to 143426. Money was sent to the bank accounts of all those beneficiary farmers, ranging from Rs 4000 to Rs 5000 per acre. These money were sent to the bank accounts of direct farmers through online process, so that they did not have to worry about cheque. For this, a total amount of Rs 138 crore was sent to the bank account of 114471 beneficiaries. Many farmers were not provided benefits due to being in data pending.
Rythu Bandhu
As for the past several years, the benefit of this scheme is being given to the farmers of the state, similarly this year also the farmers will be provided incentives amounting to Rs. 4000 per acre. - The Rythu Bandhu scheme does not exclude rich farmers and wealthy landlords.
- Tenant farmers cannot be included in the scheme as they cannot submit any proof of cultivation of land, which is done mostly based on informal and oral lease arrangements.
- The scheme leaves out tenant cultivators an estimated 40% of Telangana’s farming population and mostly coming from the poorest and most disadvantaged backgrounds.
